"T65" is agent shorthand for turning 65 — the age at which someone becomes eligible for Medicare. A T65 lead is a person approaching that birthday, and a T65 list is a file of those people in a chosen area, usually bought by Medicare agents and FMOs who want to reach them before their enrollment decision is made.
Medicare's Initial Enrollment Period (IEP) is a seven-month window: the three months before someone's 65th-birthday month, the birthday month itself, and the three months after. It's the one moment nearly every American must make a coverage decision — which is why data about when each person turns 65 is the whole product. A record nine months from the window is a nurture prospect; a record inside it is in-market today.
Because that window rolls forward every month, the people inside it are a different set each time, which is why agents working one area continuously tend to hold it on a standing order rather than re-buying the same county as it turns over.
